Role and functions of the Mayor

Post: As per the Bengalore Region Governance Act, a mayor is to be elected directly by the people. I was wondering what are the roles, functions of the Mayor? Section 33 of the act states : (1) The Mayor shall preside over every meeting of the corporation. (2) Subject to the provisions of this Act, the Mayor shall have general powers of inspection and may give direction to the Commissioner with regard to the implementation of any resolution of the corporation or a standing committee in the discharge of any obligatory and discretionary functions of the corporation, and the commissioner shall comply with such directions. The Mayor may call any record of the corporation from the Commissioner and the records made available to him shall be returned by him within fifteen days from the date they are made available. Could someone explain what 33(2) means exactly? How is a elected Mayor going to be different from the current scheme of things? The section 33 has been copied word for word from the Karnataka Municipal Corporation Act 1976. Other than a mayor being directly elected and having a term of 5 years, what are his powers with regard to running the city?
